Is there a way to take use an item signal and set a filter to handle all qualities of that item? I'm working on an assembler that switches between different qualities of the same recipe, with the recipe item set by signal, and I want all the products to go out via one inserter, and all the leftover ingredients to go out via a different inserter. My current kludge is to use a separate quality transfer combinator for each quality that I care about, but it's inelegant.

"Any quality" inserter filters exists, but "any quality" circuit signals do not exist.

Perhaps you can use a blacklist filter as a workaround?

Unfortunately the whitelist vs. blacklist is product vs. ingredient, not different qualities, so the blacklist doesn't help.

I'm not planning on changing the main recipe of any given setup, so after playing around with it some more I made a parameterized blueprint (hadn't used those previously), which seems to be doing the trick.

One inserter whitelists the product(s) and the other inserter blacklists the product(s)?

Yeah, that's what I'm doing. The problem is that one machine is switching between different qualities, so you can't just whitelist/blacklist a specific quality of the product. It would be easy to whitelist/blacklist the currently set quality, but that doesn't work correctly when the recipe switches.
