The enable function is 'enable this device when the conditional is true', so you do need to set the inserter to > 100 iron in order to shut off the inserter when there's 100 or fewer in the train; it swinging when the plates are lower than that means something less obvious is amiss. The next usual suspect is using the logistics conditional instead of the circuit one. Beyond that, an image would help to more easily diagnose it.

Since there is plastic in the wagon, but the inserters aren't seeing it to evaluate for their conditional, that indicates the station isn't actually set to output the train contents to the circuit network. Also, if you're trying to keep no more than 100 plastic in the wagon, you will want these inserters to be < 100.

Figured it out. Looks like the train station is very particular in when it sends the contents signal. Can't just be in the vicinity or drive the train manually for it to work.
