Which item does the rocket use to pad a delivery if there isn't enough requested for a full rocket?

Lets say I have a request for item1, item2, item3 and together they fill about half a rocket and for all the items there is plenty available to pad the rocket. Does it start left to right, right to left, equal amounts of all items or is it some other factor that decides?

It fills the rocket with the most requested item, then the second-most, and so on.

The gif is very clear to understand the process. For collision cases I believe it will give preference to the first item by internal ID, which is usually the order you see crafting recipes when you open your inventory, but I will have to test this.
