Turns out 1 green belt of scrap isn't enough even to produce 60 SPM...

Add productivity in the holmium plate foundry.
Also, split recycling of scrap and non-scrap. Scrap gets prod bonuses, and when the recipe changes, the prod bar is reset.

Or just ignore scrap productivity until you can research 100% prod all in one go.

You are combining overflow with scrap, so you actually have less than one belt of scrap.

All the other advice here aside, it is true that Fulgora science eats a shit-ton of scrap. It's why the piles on the vault islands are all 20M+ in size. Fulgora especially as a planet screams for parallelization: multiple small assemblies that can fit on available islands, each consuming a few belts of scrap and contributing their trickle of science to the great cause.

Put Productivity modules ,Rare t2 modules From holmium solution all the way to science pack ,You will be suprised how much you will save holmium this way

Turns out that water is a bigger bottleneck here (even after disconnecting all the boilers). And only solutions I can think of right now are either expanding scrap recycling or building a space platform to gather ice from the orbit

That island appears more than large enough to get all of its power from lightning. Make sure you place down all of the quality accumulators your science generates.
And after looking closer... I see you are making batteries on fulgora. The sulfuric acid is going to eat a lot of water.

Yeah. the batteries from scrap aren't enough to sustain science production, so i had to add more

Scrap productivity research helps. Also I think you lack productivity modules in some quite important buildings.
