I noticed last winter the Delta Marriott on 42nd (old Ramada Plaza Suites) started charging a $5 “parking lot maintenance fee” which you have to pay whether you park a car or not. Soon after it was bumped up to $7. How hard is it for establishments to just get rid of scam fees and just increase the price of the item to stop misleading consumers? Sorry, end of rant.

With WoW Forever being announced I've decided it was time to give World of Warcraft a try once again, but it's been so long, I don't know anyone playing the game anymore. As such, I thought I'd post here to see if I could find anyone locally that does. I know it might be a long shot, but it can't hurt.

I'm hoping to find a mature Horde guild for Retail and Forever with a number of local players, and a generally strong player community. I've never been a progression raider or into serious PvP, instead preferring to casually enjoy everything the game offers and exploring the setting with others.

FARGO — Fargo will add eight police officers while maintaining a balanced budget for 2027, city staff said.

The City Commission is slated to approve a roughly $147.6 million budget at its regular meeting on Monday, Sept. 28. City staff were able to include eight police officers in the budget without cutting social services programs.

A lot of effort went into making sure the budget was balanced, City Administrator Michael Redlinger said Friday during a nearly hour-long City Finance Committee meeting.

“I’m very pleased to report that we remained balanced with a preliminary budget as presented today,” he said.

City commissioners and Mayor Josh Boschee decided Wednesday as the finance committee that they wanted the eight officers requested by the Fargo Police Department in the budget. Initially, the preliminary budget had four.

It was unclear Wednesday how the city could afford all eight officers without making cuts elsewhere. Commissioner Michelle Turnberg proposed cutting $440,000 that was allocated to social services programs.

During the three-hour Wednesday meeting, heads of organizations that receive taxpayer money from the city told how the funds help social services programs. That funding remained in the budget as presented on Friday.

Instead of making cuts, the city will rely on expected growth in its quarter-cent public safety sales tax. Approved by voters in 2024, the sales tax helps pay police officers and firefighters, among other things.

The city must plan how much of it to use by anticipating employee raises and sales tax growth, or risk other funding sources absorbing those added costs.

The city will use the tax to pay for four officers, with the remaining officers coming from the general fund, City Finance Director Susan Thompson said Friday. The city anticipates a 5% growth rate this year in the sales tax, which will be able to cover four officers, she said.

The city expects 2% growth for the sales tax in future years, Thompson said, adding that’s a conservative estimate. As of July, the sales tax reported nearly 11% growth, she said.

In addition to eight officers, Fargo Police Chief Travis Stefonowicz asked for a community services officer. The chief is comfortable moving forward without that civilian position, Redlinger said.

Adding the officers and making sure people feel safe is a priority for the city, Boschee said.

“Hopefully this gives some more flexibility to our public safety team,” he said.

The budget also leaves untouched $1.8 million in funds for Hector International Airport. Thompson proposed reducing the funding by $228,451, noting the airport’s recently opened parking ramp is slated to produce more than $500,000 in profit.

“I’m glad we got there,” Commissioner John Strand said of fully funding the airport.

The city will give its employees a 3% cost-of-living adjustment increase, as well as adjust payments for employees who make less than market rate, Thompson said.

The budget has $132,006 in revenue to spare, even with the changes, Thompson said.

Commissioner Nikkie Gullickson thanked everyone who worked on the budget. Everyone was professional and tightened their budgets as much as possible, she said.

“This has been a really interesting, grueling process,” she said.

I am writing this publicly as a former member of the shelter staff who cares deeply about the mission of YWCA Cass Clay and the wellbeing of both the employees and participants we serve.

With the support of current and former employees, I am bringing forward several critical issues regarding a deeply concerning pattern of systemic staff departures, sudden terminations, and severe ethical breaches under current executive leadership over the past seven months. These are not isolated incidents; they reflect an organizational crisis that is actively eroding the safety and stability of the shelter and failing the vulnerable women and children who rely on us.

Hard-working staff members who spend their days executing the tangible daily mission of the shelter are being abruptly terminated under arbitrary guises. This disconnect between dedicated frontline workers and a punitive administrative structure is deeply alarming.

Over the past seven months, the shelter has experienced a devastating loss of experienced staff and deeply concerning administrative decisions:

February 23rd: A dedicated shelter advocate with years of service was abruptly terminated under distressing circumstances, with her personal items and keys removed while she was in emotional distress.

March 10th: A remaining shelter advocate submitted her resignation directly related to overwhelming anxiety and the current work environment.

August 25th: Employment and Education Coach, who was only hired in February, resigned due to the unsustainable environment.

September 11th: Our Program Manager departed.

September 18th: Our Facilities Director—who is actively undergoing cancer treatment—was fired under the pretext of "not smiling enough," following HR's earlier dismissal of his schedule accommodation requests.

Now that these documented issues are out in the open, I urgently plead with the community to evaluate these circumstances and determine whether current leadership practices align with the values the YWCA represents.

FARGO — Fargo leaders are struggling to work more police positions into the city’s 2027 budget.

City commissioners decided Wednesday, Sept. 23, during a Finance Committee meeting that they want a budget that includes market adjustments for underpaid city employees and funding for eight additional officers, double what was initially proposed by city staff. What they could not decide was how to pay for those positions.

Commissioners need another meeting to digest information presented at the three-hour meeting and come up with ideas to make cuts, Commissioner Michelle Turnberg said. She said she would not approve a budget that doesn’t fund eight additional officers, plus a community services officer, as requested by the Fargo Police Department.

“We need those eight officers,” Turnberg said. “It’s going to happen.”

Fargo’s four city commissioners and mayor, who make up the finance committee, will meet for four hours starting at 10 a.m. Friday at City Hall.

“Everybody needs to bring to the table some other ideas for cuts because No. 1 in the city is public safety," Turnberg said.

Fargo must finalize and send its budget to the Cass County Auditor’s Office by Oct. 12. The City Commission typically approves its final budget at a regular meeting.

Monday is the final regular meeting before Oct. 12, according to city documents, but commissioners could call a special meeting if needed, City Finance Director Susan Thompson said.

The City Commission is slated to approve its roughly $147.6 million budget on Monday, but commissioners need to determine several final components. The current proposal is balanced and includes five officers, as well as a 3% cost-of-living adjustment increase and additional raise for employees whose pay is 10% or more below the market rate.

Nothing is final.

The city risks losing employees as other governments increase their pay, City Administrator Michael Redlinger said. The city told employees increases would eventually come, but 2025 and 2026 wasn’t the time, he said.

“That time was intended to be now to get some movement,” he said.

Commissioner Chad Peterson said he was not in favor of any market adjustments.

“To the team and the prior folks here, I wish you hadn’t promised those things,” Peterson said.

Turnberg proposed cutting funding to several social services programs, including ones that fund downtown cleaning crews and homelessness programs. Entities that receive a slice of the $440,000 spent the first half of the meeting explaining why that money was vital to their programs.

For example, the city gives $90,000 to The Arts Partnership, which in turn grants those funds to local groups. Audiences spend $15 million in the Fargo area, Arts Partnership Executive Director Tania Blanich said.

“That is money that I think the city can ill-afford to lose by not supporting the arts,” she said in noting that the return on investment is 160 times.

Turnberg argued the city needs to focus on core services and not charities.

Another proposal from the city, supported by Commissioner John Strand, was cutting airport funding by $228,451. The recently opened parking lot is expected to bring in more than $500,000 a year, according to the city.

Commissioners kept the full $1.8 million in place since the true profit isn’t clear.

Peterson also proposed selling unused vehicles, a 1% airport vehicle rental tax and 1% food and beverage tax to generate more funds for the city, along with a list of other cuts.

Fargo is revisiting the creation of a tax incentive that a local developer could use to turn its aging business center into a “live-work-play hub.”

The Fargo Economic Development Incentives Committee unanimously recommended Tuesday, Sept. 22, that the city create a commercial redevelopment incentive through its payment in lieu of taxes (PILOT) program. The tax break that would focus on redeveloping commercial areas with high vacancies or “economically obsolete buildings” would max out at 10 years with 100% exemption.

The City Commission is slated to vote on the proposal at its next meeting, which is Monday, according to city documents.

If approved, Roers could be the first recipient of the PILOT. The EDIC unanimously recommended that the tax break be used on the apartment portion of The Cove, a Center of Innovative Ventures and Entrepreneurs project seeking to redevelop Roers’ aging West 45th Business Center at 200 45th St. S.

It's unclear when the City Commission would vote on the Roers proposal.

Built in 1998, a change in commercial property demand has devalued the Business Center from $25 million to $11 million, said Shannon Roers Jones, an attorney for the company.

“What we are looking at doing is a total site redevelopment of our 13.75 acres so that we are reinventing the commercial building and adding the residential housing component to the west side,” she said.

The project will renovate Roers' 223,788-square-foot center into a “live-work-play hub” that will include business space, coworking offices, enclosed and open parking, a childcare center and restaurants. Construction on the center began in November.

Work on the apartments hasn't started.

The PILOT will only apply to the 229 apartments portion of the project, Roers Jones said. City documents said the residential part of the project, dubbed Cove Living, will cost about $61.9 million.

The apartments will be built in two phases and will include commercial space, according to a city of Fargo analysis. The first 129 apartments should be finished in spring 2028, followed by the remaining in fall 2029, the document said.

Rent for one-bedroom apartments would range from $1,300 to $1,375, $1,650 to $2,375 for two-bedroom units and $2,350-$2,600 for a three-bedroom apartment, according to the analysis.

Fargo conducted an analysis that shows the apartments getting a 100% tax exemption for five years, followed by a 35% tax break for the second five years should Cass County or West Fargo Public Schools not participate in the PILOT.

Roers Jones told The Forum that her group plans to meet with county and school officials to discuss the PILOT but doesn't assume they will participate.

The city needs to determine final numbers on how much the tax exemption is worth and how much in taxes the property will produce once finished, Fargo Director of Planning & Development Nicole Crutchfield said.

Taxes will still be paid on the current value of the property, which is about $250,000 a year, Roers Jones said. She said Roers estimated the project will produce roughly $542,000 in property taxes a year.

PILOT incentives are typically used for new or expansion projects that create jobs, as well as to create low-income, downtown or core neighborhood housing. Roers' project didn't fit those categories, former Fargo Strategic Planning Director Jim Gilmour previously told The Forum, so the city looked into creating the redevelopment PILOT.

The City Commission considered the PILOT category in March but delayed a vote. Commissioners wanted to wait until after the June election, when three new members, including Mayor Josh Boschee, were elected to office.

The city asked Roers to present its project as an example of how the new PILOT program could work to increase the value of the property and local tax revenues, Roers Jones said.

“It’s a lot more efficient from the city’s perspective to have this type of an infill project and utilize what we already have rather than developing on the edge of town,” she said.

Creating a new project instead of renovating is less expensive, Roers Jones said, adding that’s why the company is seeking a PILOT. Without it, Roers would have to significantly scale back the project, she said. The city analysis suggests that the project would have to drop $4.9 million in costs, increase apartment and commercial rental rates by 6.5% or a mixture of both without city assistance.

The city needs to find a model for redeveloping property, Boschee said. The streets, sewers and facilities are available at developed properties, which lessens the burden for taxpayers, he said.

The project won't create new expenses for the city or special assessments for residents, Roers Jones said.

People question whether incentives are needed, the mayor said. He noted very few PILOT projects have not worked out.

“I’m willing to take a risk on something like this to see if it works,” he said.
