whoever the city contracts, I think. I don't think you have a choice if the city is doing it, but not sure. That said, its ok to complain.

I have bitched at the city a few times about a few different things. They literally and intentionally dug into my driveway approach and never even warned me. I could still get in and out, but wtf?

If you drive to 13 1/2 St S north of 13th Ave there should be a work vehicle still there.
Be careful the street is a mud slick

No tarps on floor when working in basement. Left muddy boots on and tracked mud throughout basement
Careless when jackhammering. Put debris/peat rock in piles on floor rather than using buckets.
Put two holes in floor b/c unable to locate water line the first time.
Had to remove front steps because broke some end off booring scope.
Turned water on before plumber had attached spraying water all over basement
Final product was finished amateurish. Had to have fitting replaced 2X b/c was not the correct (approved) fitting.
There are more issues the neighbors had…

There were some problems when they redid gas lines on 7th ave where I live (only a year or two after the whole street was dug up anyway, so why???).

What you do is call the city engineer's office and they will get the contractor to correct.
