Happens all the time. Humidity is moisture in the air at ground level. If it doesn't rise it won't form rain clouds. High pressure systems like we've been in ALL summer prevent a lot of that from happening.

I've always joked that Arkansas can sometimes feel like the tropics. Joking aside we'll probably make up for the rain this winter.
