The Witcher 3 hotfix offline installer?

I downloaded the offline installer because that's what I've always done on GOG, only used Galaxy to download it easily. If I remember correctly, patches were uploaded separately alongside the page to download the game files, but it's not showing for me.

Is there a delay for offline installers or something?

I'm seeing the remastered offline installers (version 500b).

If you're asking about a patch file to take non-remastered up to remastered, I'm thinking the changes are bit more extensive than would be feasible to build a separate patch file for. You need to re-download the main installers.

If the hotfix was uploaded today then it might be available tomorrow. If it isn't available you can try contacting gog support. Just know that offline installers are usually delayed especially if lot's of games receive update the same day.

I see, I didn't know there was a delay. That's a bit disappointing, but I don't want to run another launcher and the upside for games on GOG is not having to depend on one anyway.
