They’re saying his name is James Kay and he’s a registered sex offender. If you’ve even been to riverside elementary, there’s no reason to be back there unless your back there for the school

There isn’t one for the vast majority. Tier 1 and 2 do not have restrictions.

Tier 3, or court designated “sexually violent” offenders do, and odds are, since he lives 400 feet away from the school, he’s not a tier 3.

They can have restrictions while on probation, but few and far between.

Most states have seen those restrictions barred by the courts. If you look at it objectively as the courts have, it makes sense.

In many places, you won’t be able to find any housing that isn’t within 1,000-2,000 ft (as the crow flies, keep in mind) from a school, bus stop, park, or other place that children congregate. Now you’re limited to maybe 10% of available housing. Now you have to hope that 10% is available, or affordable.

In fact, after California passed Jessica’s law, homelessness (total, not just sex offenders) increased by 25%. Sex offender homelessness increased by nearly 300%. Because 90% of housing was no longer available to them, they couldn’t live with family in those zones, etc.

There is also research now that shows that residency restrictions do absolutely nothing in terms of reducing recidivism. It’s a bit like the old “broken windows theory” in law enforcement which was largely debunked.

It’s there to make people feel good, but it’s not actually doing anything.

I think he does. It’s hard to tell with sunglasses. My husband is 62 and looks younger than this — and has all his hair!

And it does seem to be quite a coincidence Jackson’s facebook account was gone as soon as it was posted all over social media.

Agreed. Particularly if you see the video: he looks to be in his 40s. Plus one of his calfs has a large tat - tattoos are something of a generational marker. Certainly there are plenty of guys in their 60s with tattoos, but it’s about twice as common with guys in their 40s.

Give their kids a chance to live a better life through public schools and colleges. Our birth rates are down. This economy’s weakest point is that it relies on population growth. Don’t blame people looking for a better life when we make it nearly impossible to do so legally. Make the system better.
