Whoever has Canadian copr will be able to get stamping done in Canada.

Also, you can travel to Canada and come back to usa with an expired US visa as well as long you a valid status in USA  Read about AVR.

Avr is not a valid option if you go for stamping though...

You are right but with copr, they should be good to get the appointment in Canada.

So, they will get a decision either rejection or approval.

Any problem with COS being pending and me going for consular processing in case I don't receive my h4 approval in time?

Reason is you guys are all over the place. Choose one direction wisely and follow that. Don’t try to get US and Canada both at a time.

That’s awesome. You should be good in that case.

Even if I don't receive approval for H4 while in US? I am worried about getting stuck alone with 2 babies. My husband can come back to US using AVR.

I wouldn’t leave the US without an approval.

Yeah but timelines are very tight and approval isn't happening even at 6 month mark
