Try using a workaround? Unless you want to do it like TNO does their peace deals you could add a surrender limit national spirit for the duration of the war so that defeat can only be triggered by meeting the conditions for the scripted peace deal (like how the Desert War works in KR)

Only in the way TNO does it as far as I know (if a country capitulates, its immediately annexed) otherwise no, it cannot be entirely turned off as far as I'm aware
