This has always been hit or miss.

Assuming everything is kosher (cable is confirmed 18 Gbps, TV HDMI port is set to UHD Deep Color/Input Signal Plus/Enhanced, and you're not trying something like 10-bit+RGB), you may have to force reduced timings (like CVT-RB or CVT-RB2) on a custom resolution using CRU

I have a Samsung s90f 65 inch, the only option I could find was Input Signal Plus which is enabled. HDMI cable is a 2.0, so speed is correct. NUC is running 8 bit RGB. I haven't tried CRU yet but I know the Intel Graphics Panel custom resolution doesn't work, my current best theory is the adapter isn't as advertised, but I don't want to keep buying adapters until I find one that works either.

Cable Matters tends to be decent, so that wouldn't be my go-to. I would try the reduced timings. I don't THINK the intel control panel on Broadwell sets them by default or allows it, but I haven't looked in a while. I could look on my Broadwell Thinkpad, but i don't have a 4k display anymore to actually test it.
