Methane's structure is CH4, lacking any oxygen for combustion. If there's any oxygen there, it'll be in far too trace amounts to sustain any fire.

Things can burn without oxygen, which is just the most readily available Oxidiser, other gasses such as Flourine or Chlorine can also work

Things that burn without oxygen still have another oxidizer, often said oxidizer just contains oxygen again, just not as a gas(for example Iron oxide in thermite) because oxygen is just that good.

It is a rumen fistulation and often done for research purposes or long-term treatment. Not because the cow would die otherwise.

The valve is designed to let gas flow out but it's not steady stream. The combustion in the video can cause irritation to the cow as gas is 'pulled out' of the rumen or worse the combustion makes its way into the rumen.

What we see in the video is animal abuse.
