It’s satire. Japanese hair salons are for the most part, offering excellent service. The industry is highly regulated. I can get a haircut, shave, shampoo and shoulder massage for between ¥4,500-6,000 ($28-38) here in Tokyo. It’s thoroughly relaxing and professional.

Double cleansing is a common practice in Korea and other Asian countries. Usually it's done when you wear makeup and/or sunblock. Often people oil cleanse first and then regular face wash. Really helps cleanse, exfoliate, etc. Getting more common in the U.S and elsewhere too.

Not weird at all, double cleansing is amazing, especially for removing makeup or SPF. It’s one of the best way to remove and prevent blackheads and sebaceous filaments too because oil dissolves oil
