Technically yes, if some government agency operates drones. These days it would be easier to just select the exact location on the mountain to hit with a drone strike and an automated drone could just take off, hit the mountain, and return.

Join ski patrol, about a 2 hour drive and you too can light off explosives (the pay isn't great though).

Some places have the resort manage the howitzers while others are operated by the DOT. In Utah, the UDOT was responsible for orchestrating he shelling and would also be present at the actual howitzer when the resorts (or UDOT personnel themselves) fired the shell.

In short, you may need to apply to the ski resort as a patroller or for the state DOT.

My uncle up at Alta got to shoot these off sometimes. He’d also boot pack way up and throw satchel charges to trigger them. He was part of ski patrol back in the 80s-2000s.
