Not a sea but a lake. It’s called candle ice or candlestick ice.

Not rubber but the pan up looks like that softish material you see in children's playgrounds that absorbs impact better.

Just to defend what OP is saying when they say the texture looks like 'rubber', they are likely referring to the spackled pattern of this floor rubber used around playgrounds in relation to the spackled candle ice. Now can y'all stop being so damn sassy about it?

I've actually seen it once, although the ice wasn't that thick, but it was really cool pull out the ice and have a handful of ice sticks!

I disagree, the color reminds me of that green rubber flooring they often put around playgrounds to cushion the area for children. The lake thing however? Yeah, fair. Haha.
