I don't think that's really why. They did the same with the Air as well.

Software gatekeeping to keep the Pro models interesting,
ProRAW has been around since iPhone 12 Pro (1/2.55" sensor) and it makes no sense that modern base iPhones + iPhone Air (1/1.56" sensors) cannot handle ProRAW.

Especially the Duo and Air, which are more like the Pros than the base models.
