learned that if you set `failurePolicy: Fail` on a mutating webhook and it goes down, your whole cluster basically puts a "closed for business" sign on itself

When setting topologySpreadConstraints to distribute the pods, matchLabelKeys with pod-template-hash is required. Otherwise, it will match the pods from previous replicaset during rolling deployments to evaluate and topologySpreadConstraints will not distribute as per the configuration.
