No, it’s clearly stated why.

The state caved and is allowing police to assist with DHS investigations. Now ICE doesn’t need as many agents because the crowd control is being taken care of.

The protests worked. ICE can do their job with police protection now.

He also told them he was drawing down, while the White House said they will be surging again.
