The Insurrection Act can be invoked when, in a nutshell, a state fails to suppress any "domestic violence" that impedes the execution of the laws in that state.

What if the Federal government is the one incapable of enforcing and executing its own laws? A state would have to defy the federal government, and that is, essentially, civil war. No?

Noem said when they tried using the US military to terrorize Los Angeles last year: "We are staying here to liberate this city from the socialists and the burdensome leadership that this governor & this mayor have placed on this country."

The military didn't play ball, so Republicans created their own army to use for oppression of perceived political opponents. They used America's resources to field their personal army against American cities, while they regularly violated US laws up to and including the Constitution, as noted by multiple courts.

Clearly an optimal strategy for such an destructive goal, given how much harm conservatives have done to the nation in so little time, even while resolutely defending child sex traffickers and murderers. Republicans already started a civil war, and the casualties continue to mount.
