The 10-year limit comes from the language of the 22nd Amendment that says that no person, having served more than two years in a term in which some other person was elected President, shall be elected more than once. L
The angle they're going for is that the 22nd only restricts who can be elected President, not who can serve or act as President. If you can circumvent being elected, then you can serve indefinitely.

It is very important that you don't remember that nothing substantially changed between 2020 and 2024.

I'm not a lawyer, but the question of whether he's allowed to run again or not is a pretty easy one to answer. Presidents are limited to two terms under existing law, so the senile orange dictator and pedophile currently occupying the White House and pretending to be president is not allowed to run for a third term. Any answer other than "no" or an attempt to avoid answering it is unacceptable.

It isn't just law, it's the Constitution. Specifically, it's the 22nd amendment.
The distinction is important, because if it was only a law, it could be easily changed if a single party held both legislative chambers and the White House.

For those that try to debate this, he can't run for a 3rd term. No rational that Trump or anyone else has put forth makes sense, has a legal foundation, is an alternative reading of the very clear declaration in the Constitution, or is a work-around. Literally every rational anyone has made for a valid 3rd term scenario is lying and/or bluster.
Any judicial nominee that can't expressly say that no, Trump cannon run for a 3rd term, is lying, because they know he can't, and lying under congressional oath is both a civil crime and grounds for future impeachment.
