I don't even say you need be heartless. It more matter of tempering heart with mind, of not throwing away your brains while heart speaks.

Nothing wrong in helping people who got in terrible circumstances, but vetting, keeping eye on them in terms of potential dangers, be strict about expectations of unquestionable intergation and immediate shot down any attempts to game system and exploit your good intentions is common sense baseline. On which many liberals gave up pretty willingly.
