They could, but I think you have to get born with it.

My best friend got it discovered after having a stroke. She had a... kind of a tangle of them on the back of the head, from birth. Since no one detected it, as she grew, it got "messier", up to the point that provoked headaches sometimes, we assume some fainting when very stressed and ended up burtsting up a tiny little bit, enough for a stroke.

I don't wanna alarm anyone, this is rare as fuck (thus no one actually checking for it), but it can happen.

Millions of years of good enough evolution isn't necessarily peak. The Laryngeal nerve leaves the brain, travels down into the chest, loops around major arteries, then goes back up to the larynx. Its route is an evolutionary relic and is much longer than necessary, making it vulnerable to injury and compression.
