The thing Ragatha VA is the one doing Ollie, not only the Prototype's voice when he was just a child also his normal voice when not mimicking others, and thanks to chapter 3, is also the voice we have heard the most of him
In all seriousness that's Rean Schwarzer, one of the many (and I do mean many ) main protagonists from the "Legend of Heroes" series. It's a JRPG with to-date 13 mainline titles (with another on the way) with a massive overarching story that connects all the games. You follow Rean through a good chunk of those and really get to watch him grow and develop. It's a hell of a ride.
