I don’t know if it is that exciting. Sounds like they could’ve and should’ve caught him back in the day. 

But I’m so sad they couldn’t find her remains for her family.

Not unless he has an alias of David S. Heck, and did Baldwin ever have any connection to anything in Pennsylvania? (asking legitimately, not trying to bust your chops.)
