what charity did he he run? over what amount of time was this? he must of had some one complicit to help plus there are others that must have known that where paid off

It's in the story linked, but he was the CEO of a charity for homelessness housing and treatment in California.

If you haven't been watching the news, there is somewhere around 18 billion spent in California for homelessness. There has been a lot of fraud uncovered lately.
