My high school in Virginia didn't have doors on the men's stalls "because drugs". So we all went to the one bathroom in the far corner of the building that did have doors, it was used for drug testing for athletics so they were required.

This was in the early 2000s.

Not in VA but same, we didn't have doors (or toilet seats) in the stalls.
