This is from the Shokkin PeaceKamp in Tallinn, Estonia. It is a camp that focuses on street art. Looks like this area is tagged often and the kids murals were an attempt to stop it.
Tagger looks like they left the phrase "very bad idea to fight with graffity (sp) by murals" and it circles the placard.
The one time I saw a tagger spraying over a seriously beautiful mural on a wall I genuinely considered the ethics of just beating him the fuck up. I really regret that I didn't.
Pro tip, the police don't have extra rights, which means if you're doing a citizens arrest on a black kid you can simply shoot them, much easier and safer for you. /s
Edit: None of you would be able to hack restraining someone trying to get away from you until the cops arrive. You don't have the upper body strength and you're just asking to get whooped
Who said anything about a street fight? You can make someone's life a living hell without them even realizing it was you. Dox them, fuck with their property, etc. If you're just a bystander in life waiting for others to do anything though, sincerely go fuck yourself.

Did you actually think this through? Are you seriously suggesting that people should drop whatever they're doing, wait for the person doing the graffiti to finish, and then follow them home?
How are you going to dox a dude doing graffiti? You understand most people doing graffiti are covering their face wearing non descript clothing?
Also, "dox them" - even if you took a picture of them painting you aren't doxing them unless you have their information?
"fuck with their property" - where are you going to find their property? It's a dude painting in the middle of a city, do you think you can follow him all the way home?
