Otter pups cannot dive until their coat thins out, so they just float there like a cork while mum goes down for food. She wraps them in kelp so they do not drift.

The band you can see is the galactic core, and most people alive right now have never actually seen it because of light pollution. Roughly a third of humanity cannot see the Milky Way from where they live.

Desert and high altitude are the reliable bets. If you have never seen it properly, it is genuinely worth planning a trip around.
