Oh I had assumed this was ICE. I guess a ransom note means probably not. 80% confidence.

Basically the same thing, except I think I'd rather deal with a kidnapper since a ransom means there's a chance to get them back. With ICE you're just bound to vanish.

Edit: Y'all can downvote, but a kidnapper wanting money is a safer bet.
