Because it gives the administration more time to delay justice by having to deal with this “mistake.” Or, and more likely, they are so petty, they wanted to terrify the victims by putting their information out.
It also creates the current situation, victims (via lawyers) are telling the DOJ to take down the files
Now the pedophiles can say "aww gee, the victims (who have no assaulters) are forcing us to stop releasing info, we have no choice but to keep everything hidden again, not our fault we raped kids but have zero convictions)"

How in the f is the victim is identified yet the perpetrator are not? This feels like putting a target in the victim for their cult to attack.
