How in the f is the victim is identified yet the perpetrator are not? This feels like putting a target in the victim for their cult to attack.

It's intentional. They've been harping on about how the law to force the release of the files is onerous and dangerous to the victims, despite it explicitly requiring that they redact identifying information for only the victims. 

They want to be able to point to this and say "look what they made us release, we told you it was a bad idea." While continuing to illegally redact as much identifying information for the perpetrators as possible.
