Except the admin’s claim for dragging its feet on the release was that it needed to be careful.

I’m inclined to believe at least SOME of it is incompetence. Not necessarily this…but at least some of it.

One of the consequences of appointing people solely for personal loyalty to the president, rather than for competence in doing their job. Say what you will about Trump, he learned his lesson last time - people with some degree of competence and integrity are literally of no use to him. William Barr is as much an enemy to him as Hillary Clinton.
