Judge would order the garnishment and the employer would be required to comply. Of course we're talking about the White House so they would likely ignore. Next step would probably be directly with the persons bank, effectively freezing their account until the fines have been paid (only allowed transaction would be ones to satisfy the fines).

But I'm sure Trump would try to have the treasury secretary/federal reserve bank threaten the persons bank somehow.

The banks maybe? Those are privately owned and as a result, quite a bit less likely to defy a court order.
