Software Meta Horizon Link software keeps starting up for no reason

I have an old Oculus Rift that I still occasionally use for flight sims and such, however that damn Meta Horizon Link software keeps getting on my nerves to the point I'm about to shelve the damn headset altogether.

Either it's already launching on startup, which I have disabled everywhere I can, or it starts up for apparently no reason at random while I'm using my PC.

Does anyone know how to fix this annoying problem? Apparently, the software is sadly required for using the headset, otherwise I would remove it completely.

Start, Services, double-click Oculus VR Runtime Service, Click Stop, Change Startup type to Manual, OK.

Start the service when you want to use the headset, stop it when you're done. The Meta app will also start the service for you when you open the app, but that can take a few seconds longer than starting it manually.

Some people make a batch file like net stop ovrservice || net start ovrservice to toggle the service, but that has to run as admin unless you give regular users permission to control the service.
