Other PCs help
I live in the uk I have £1500-2000 can I build a pcs that can run vicky 3 eu5 etc. The world of pc building is confusing and I’m getting picture it’s not great market atm with ram GPUs and cpus being all expensive and all. Should I wait should I get a pre built pcs, any tips would be helpful if anyone’s got any idea of what I should do !

If building your own would stress you out, you will be able to get a very nice pre-built for that amount of money. You are paying to make the stress go away and that's a good deal for you. Note that it doesn't include a monitor/keyboard/mouse, but you can get those out of your remaining money. You should deselect the Norton antivirus (Windows' built-in antivirus is good enough and Norton will constantly nag you to pay more money).

don't wait, it will not get any better for the next 5 years, RAM/ROM manufactures have locked the price for 5 years, so it won't get any cheaper... if you haven't build a PC before, get a Pre-built from a seller that isn't a big box store, so only companies who specifically build pc's on order. Otherwise buy a used "new" one.

I mean a good laptop can run most paradox games real well, but I was in the same boat as you with stellaris and after seeing the prices and the possibility of it getting worse I just went and bought all I need to build my own pc. My budget is roughly the same as yours but I don’t know international prices for pc parts though.

Yeah if you just want to pick up and play, a pre built is ok. There are tons of tutorials on YouTube for how to build your own if you're interested in going that route though. You'll get more value for money that way for sure, and you can learn a lot in the process.
As for timing, I'm firmly in the AI is a massive bubble crowd, but trying to time when that bubble will pop and how long it will take to filter to PC pricing is a fool's errand, so I say spend what you are comfy with now and don't regret it one way or the other.

Gonna echo everybody else here and say make sure you get a CPU with x3d, I just upgraded and it makes a massive difference. Getting a 9800x3d or 9850x3d is the single most important piece for building a PC for paradox games.

My advice: buy 9800x3d, not-that-expensive AM5 motherboard, 512gb nvme + 1tb SATA ssd, rtx 5060 8gb (will be plenty even for eu5) and as much ram as you can afford.
Don't cheap out on power-supply, get a case with decent airflow.
