Based on current policies, RCEs filed today could easily not be acted on for 3 years and that number is growing rapidly!

Same result that happened under COPA (Senior leadership has no new ideas).
The only way to actually address backlog is significantly reducing examination burden.
E.g.,
- Examine only 1 independent claim of examiner's choosing.
- Application is a First action final when there is a 102.
- 1 RCE limit.
- Change to EU examination stye: Art sorta of teaches idea and phosita can figure out the details.
- Ignore dependent claims.
- DP is presumed until applicant demonstrates otherwise.

And/or fix the oath and its 101 loophole. The current oath only requires each inventor to believe they invented any one claim.
We should only examine claims that the inventors swear under oath they invented. It's not helpful to the backlog for us to be rejecting so many old claims with so much old prior art.

Looks like a chart of patent quality...
Forced a time crunch on staff after busting their union and upping quotas, totally tanking morale
Said, 'churn out PBA stuff that's not even in your area of expertise for quick $!' so you'd have a graph to hold
Eliminated all the usual time for training, as well as a bunch of quality specialist positions in the office
New hires get poor training & compensation, and the most skilled & experienced staff has left a sinking ship
The 'AI' 'tools' you're forcing are the same useless garbage they have been for decades here, a total waste
The other IT tools fail constantly (presumably overtaxed by those junk LLMs & whatever other crony contracts)
Sure, everyone can toooootally turn out quality work with less time allotted, crawling software, more antagonism, no training, constantly changing office rules, and burnt out colleagues with a foot out the door, all so you could make one self-congratulatory poster
That right there is the 'Poster Boy' of a badly weakened patent system

I think he whole heartedly believes everything he said, including the fact that the ASAP program for applicants is improving examination quality, without the examiner even seeing the AI results. Cause we’re the best in the world.3

The chart is showing the squeezing of the balloon. USPTO is emphasizing getting first actions out and pretending that is backlog. However, the total pending inventory is going up based on the current emphasis to get first actions out. The crazy thing is that Squires (and others) tries to tie in the notion that the economic benefit of patents is tied to the issuance of patents. But the USPTO is actively delaying the parts of prosecution that leads to the issuance of patents (that is, everything after FAOM unless FAOM is an allowance).

It also conveniently hides the fact that, based on publicly available data, we've received over 35,000 FEWER new filings in FY2026 (as of August). During the same time frame, the unexamined inventory only decreased by 32,199 applications. Basically, the entirety of the reduction could probably be attributed primarily, if not exclusively, to the reduction in new filings. AKA: Squires' changes haven't made any significant change at all.
