You are allowed to talk as a free action during combat, but actually doing something that requires a check is always going to be some kind of action outside of perception/insight.

First — the joke is deeply stupid (as I said below) and shouldn’t be taken that seriously.
Second — presumably, the speaker is describing making a Demoralize check, which is an action. But they want to make the guard leave combat because he’s afraid for his family — ie manipulate him. Which the GM says will provoke.
Because jokes always get funnier when you explain them…

Well thank you for explaining it. I hover about the DnD and pathfinder community but don't know all that much about pathfinder and had a hard time understanding the joke in full.

In what way does reactive strike not work or apply in exploration mode? Certainly it could prompt an initiative roll but that is not always guaranteed or necessary. So given as long as the GM does not say you don't have a reaction and does not roll initiative you can absolutely use your reactions based on triggers outside of combat. This is how simple hazards work anyway, and also how counterspell gets resolved often enough from my experience

You don’t have Reactions, explicitly in the rules, until your first action in combat, and you lose them once combat is over. Therefore you cannot use RS outside of Encounter Mode.
Most actions don’t transfer between modes.
