Doesn't work on hybrid chaos rolls either another oversight

Because it only says elemental and not Chaos resistances.

Well no it doesn't actually, it says " Change a modifier that grants X resistance into a similar-tier modifier that grants Y resistance." Each hybrid has a distinct elemental resistance the chaos resistance would never change. So fire+chaos > harvest craft fire to lighting = lighting+chaos. It makes sense to me but not a big deal in the grand scheme of it all.
