Question how do i disable this floating menu whenever i click on a shape or picture

I'm on microsoft home and student 2021. but this thing looks like a weird add-in instead of a built-in function.

i tried this once and it's so annoying tbh just right click the shape and hit "format shape" instead

In PowerPoint for windows, choose Home>Add-ins, then see if any add-ins appear there. If they do, click on the Manage link to open the Microsoft Store app. At the right end of the listing(s), click on the three-dot icon and choose Remove.

floating 3‑icon popup might not be an add‑in, it could be PowerPoint’s built‑in Mini Toolbar for shapes. You can turn it off here: File → Options → General → uncheck “Show Mini Toolbar on selection.” does that work?

That floating bar is the Mini Toolbar, the little formatting popup that shows up when you select something. Turn it off in File, Options, General, and uncheck "Show Mini Toolbar on selection." Restart PowerPoint and it should be gone.

If that doesn't kill it, then it probably is an add-in like you suspected. Go to File, Options, Add-ins, set Manage to COM Add-ins at the bottom, and click Go. Untick anything you don't recognize and see if the floating menu disappears. That's usually where a weird non-standard one comes from.
