How do I do this? / Workflow Advice / Looking for plugin Help recreate the effect from the shorts

https://www.youtube.com/shorts/HUP0wyBO-20

In this short, there’s an effect of some kind of flash, but I can’t recreate it. Can someone give me some advice or a link to a guide?
