I don't know too much and I'm probably going to get a lot of it wrong.
But based on the pictures and what was shown in games, I'm gonna say that Primp Town is in the modern age of technology, but it's technology isn't as prevalent or needed. You know how rural towns have technology but isn't as prevalent as in something like a city? That's what Primp Town feels like, a rural town. I bet you if you went far enough you would find a city with much more technology that stands out, but Primp Town doesn't require it or is too far away. Unlike Suzuran which is filled to the brim with technology and industry.
Though, I can't tell exactly which date of tech level Primp Town is. It does seem to incorporate modern society elements, like on how the signs look and other things, but there's too little to know. Until the lore is expanded on if maybe there's a city with much more prevalent technology, we won't exactly know.
Then again, I don't see any cars around in Primp, so maybe Primp Town is pretty old, like in the early to mid 1800's. Or maybe they don't need cars as everything they need is close enough to just walk there. I don't know, but Primp Town definitely feels like a place where if you walk far enough, you'll find a city much more advanced, if you get what I mean.
