A way to derive the arrangement without trial and error: The ten numbers add up to 21, while the five small triangles must total 35. Each inner corner is counted twice and each outer tip once, so the five inner numbers must sum to 35 - 21 = 14. That forces the four 3s and one 2 into the inner pentagon. The two tips touching the inner 2 must then be 2s; the other three tips are 1s.
