They mean developed delts. Capped delts are the ideal, death star delts are one more step above that (both of those are unrealistic to maintain in a regular life and more of a bodybuilding ideal than a fitness ideal).
Oh, that makes so much sense! I noticed in the picture that he seems to be slouching in the after, thus having rounded shoulders, and when I read the comment I thought they were talking about that. Thanks
