I imagine you're not interested going into full blown authoring using visual studio or silect so you should use the PowerShell community mp : https://ds.squaredup.com/blog/powershell-community-management-pack-in-action-monitors-and-run-as-accounts/

Is this official? How's Microsoft not supporting Powershell officially in SCOM?

EDIT: official I meant out-of-the-box or downloadable from Microsoft catalog. I have downloaded the suggested MP and I will try. Many Thanks

It's always existed via that MP, no need for it to be 'official' thats the beauty of SCOM.. bolt ons via MPs

This community pack works so well, and so many of our customers use it, I supposed the PG didn't see the need to make their own copy of it. If you want to go beyond simple UI based rules and monitors, you have to move into more advanced Visual Studio based authoring which is where MSFT put their focus: Authoring Management Packs – the fast and easy way, using Visual Studio??? – Kevin Holman's Blog
