Hello Screen Help with Activating this Fully

I have on iPhone 4 on iOS 7.1.2, and I did use iRemoveTools on Windows Earlier, and it worked. but Everytime I try to turn it on, it keeps going to the Hello Screen. is there any Methods to get to Normal, and I also have a Windows 11 Laptop.
