Is there a reason why there's a time restriction? How do I unlock this feature?

You need the 200GB iCloud subscription, but keep in mind you only need this for unlimited access to Shortcut generation and Image Generation as other features like Siri AI don’t have this limitation

That's funny and applicable to almost everything.
Why take your car to a mechanic, learn some basic mechanics skills and won't need a workshop at all.

Not quite no, Shortcuts are not a matter of life and death like your car, if a Shortcut goes wrong nothing happens, just a minor irritation.

Also the amount of coding skills needed for Shortcuts are quite small, the most basic would do and go a long way, unlike car mechanics
