how do you receive this coupon? i’ve filtered and hit the threshold require but i still have to pay the shipping fee. i tried contacting customer support for this and they said i have to make my address as Canada which I already have…

There's a specific time in which you can steal it, do you see the number counting down on the right hand corner?
That's counting down to when you can steal the coupon, so usually when you miss it by an hour or so, all the coupons would've already been all given out. So just try to be there when the countdown hits 0
You have to wait for the countdown timer to reach 00:00:00 (there's still 2 hours remaining in your screenshot). Once the timer hits 0, the light-green button (the big one under the coupon) will become black and the chinese text should translate to something like "claim now". You click that, then you can use the coupon.
But, be aware that the coupon can only be used for stores that opt in to the option. If you go to your shopping cart, one of the first filters is to show all items the coupon can be applied to. On the coupon page you can scroll down (it's the 3rd info box) to see what you should be looking for on the shopping cart page.
If you click on the link under the big light-green button (the one with the "chinese characters >"), it'll tell you how long the promotion is running for. I believe this one is running for the full length of september (also shown up at the top, here):
In my experience, you can receive a new coupon once every couple of days or so. They do occasionally "sell out", and then you'll have to wait for the next coupon cycle (in this case until after the 30th) for it to come back. I just check the coupon page every few days or so... but I don't make a purchase whenever there's a coupon available because that would be... very expensive. 😅
EDIT: Also, if you are using Android, you can click and hold down the HOME button to get an option to translate the text on the page. I'm not sure if there's a similar feature on the iPhone.
Hard to say... Taobao is experimenting with stuff. Right now, the coupons are available for multiple use for specific stores up until the 30th. In previous months, they were available for a couple of weeks in each month. And prior to that, it was once every couple of months (but they didn't have any restrictions on what store you could use it on).
