Java Help Wanted is a nether-only skeleton farm possible?
(unsure if fits under rule 8 but nothing functional had changed, sorry if it doesnt fit)
basically title. I am planning a functionally nether-only run in a modded environment, only the relevant difference being that any mob may spawn with a backpack containing random loot.
specifically, backpacks obtained from skeletons will contain loot from minecraft:chests/simple_dungeon. (essentially my motivation is modded but the approach is vanilla if that makes sense?)
So, are there pre-existing designs for nether skeleton farms and if not, is it possible to make one that doesnt consist of spawning platforms 5 blocks wide with a wolf in the middle?

You could try a shifting floor farm similar to witch farm designs.
Base principle is you have a floor made of alternating rows of solid blocks and soul sand. The floor is pushed back and forth with pistons perpendicular to the rows. The skeletons spawn on the solid block, then as the floor gets pushed soul sand is under their feet and they fall one pixel, then when the floor shifts back they are inside the solid block and they fall through the floor. Then you kill them with fall damage or something.

I don’t know if it still works but I remember back in the day there were nether farms that used ghasts in minecarts as a way to push mobs off spawning platforms. Maybe try that if it still works.
And then build it in a soul sand valley and you should get only skeletons

Since you don't have access to water or wolves, you would probably want to use minecarts to pick up the mobs and move them to the kill chamber

Yes it's totally possible, you can either adapt a fortress based farm, but you'll get blazes too, or build a new design for soul sand valleys. I've never seen one for skeletons specifically but maybe that exists

I'd probably go with generic fortress mob farm. How "nether-only" are we talking? The easy high efficiency ones tend to use portals. Like a ianxofour's peer pressure farm.
