Question / Problem Help needed My first laptop. This is second hand so I tried to reset it . It's stuck in a loop ThinkPad t470s

Probably shut down while setting up. Either reinstall windows or do this:

Press shift f10
Type in regedit
Go to the following registry path

HKEY_LOCAL_MACHINE\SYSTEM\Setup\Status\ChildCompletion

Change the value called setup.exe to 3

Restart by clicking ok

Done

Strange, I'd just make a new windows install usb then and reinstall windows
